Default Is Sistering the Best Solution to This?

Problem: Floor joist (under the kitchen) was cut/notched to make room for ductwork, as depicted in picture below.

Given the constraints, is sistering the the best way to maximize the joist's support capacity?

Good grief --- that's more than a notch --- a section of that joist has been pretty much removed.
That's definately a bonehead thing to do----- at least they made decent cuts -----looks like HVAC guys are starting to be worse butchers than plumbers.

The simplest option ( in a manner of speaking ) --- with construction adhesive sister another full length joist with 3 fasteners in a vertical row -- each vertical row spaced 12-16 inches.

You'll have to unsolder the copper brace from the plumbing supplies and cut to fit to reinstall after.
