First let me say that you have not provided enough information. What is above the basement wall? Does it support walls above? Is this a single floor house or a 2 or 2½ story house.
If it is a bearing wall the solution of replacing the joists becomes much more complicated and should probably be done by a professional.
If it not a bearing wall it would be doable but would no doubt require the removal of the flooring and sub floor to replace the joists. You have to remember that they are nailed to the joists. The siding covering the header joist and the header joist would have to be removed to slid in a new full length joists.Be sure not to remove the basement beam and support until repairs are made.
In either of the above a lot of electrical and plumbing work will also be required.
Your simplest solution would be to do as described above.
