I would remove larger chunks within 6 to 12 inches of the surface, just so that you don't snag them with a rototiller. Other than that I wouldn't be too concerned.

Horse poo is usually more bedding material than poo, so there's not much of a chance of nitrogen in sufficient quantity to do any damage to plants, particularly if worked into the soil well, and especially if left over winter to decompose and be absorbed by the soil.
