Default Auto off switch for electrical light switch

In the staircase leading up to the 2nd level apartments there is a light switch at the bottom and top of the stairs. The tenants leave the light on 24/7 and then complain the bulb has burned out. I would like to install a switch that once on, remains on for only a few minutes then automatically turns off. Or possibly a motion sensitive one, whichever is easier.
What would you recommend I use?
    How would this be installed?
Does it require any additonal wiring, etc?
I assume one would be installed at the top and bottom of the stair location?

I bought one a few years ago from Home Depot. You can set a delay time -- I think up to 4 hours. It is 3-way capable; you just put it in place of one of the switches. The other (normal) switch, when flipped, activates the light and countdown. Flip it again and the light goes off.

It's made by Intermatic, description here.
