Default how to insulate over plaster directly on brick?

i have plaster directly on brick, no lathe or firing strips. should i pack out the walls and insulate? i thought maybe 2x 4's on the flats with spray foam. since the rooms are small i would like to save every inch possible. also i don't want to touch the exterior it is brick and i love it. should i just put sheet rock right over the cracking plaster and forget it? any thought?

A lot of work for very little gain. I own a five story apartment building that is brick with plaster on the interior. My heating bill is not that bad for a 28,000 square foot building. You will gain more insulation value by insulating your attic area as most heat loss is through the ceiling. Windows are another major heat loss area so by replacing windows or adding storms and caulking around them you can save a lot more money with minimal effort by comparison with insulating walls.
