    Default Whats between my subfloor?

I am working on a building in the Highlands of Louisville, KY. I am remodeling the third floor Bathroom and had to repair some rotten subfloor. When I removed the first layer of 3/4" Tounge and groove flooring I found, sandwhiched between another layer of tounge and groove, A layer of what looked like shredded corn husks or paper (Like what you would see in a paper shredder) It was 1/2" thick and double paper backed and sewn along the edges!!

My best guess is a sound deadening layer as the lower floor is a bar (and may always have been) and the upstaris are rooms turned into apartments. Can anyone shed some light on this for us?

Building is 100+ yrs old craftsman style
