what would be better for under a bathroom sink a tankless water heater, or a small traditional water heater

Either would work fine -- both would take about the same space -- tank type will have the potential to leak.

You can use a small tankless water heater, called a point of use which will heat the water just for the sink. In the long run, a tankless water heater will save the most energy and money.
