    Default Basement Wall Insulation

I am starting to frame in a block wall basement in Virginia. I want to insulate but I don't know the best way. In reading various websites on the subject, using fiberglass, as I had planned, may not allow moisture to dry out in the wall cavity and thus lead to a mold problem. I do have some insulation on the outside of the basement walls and I have painted the interior that is below grade with Dry Lock. I want to do this right. What is the best way to insulate these wall cavities? Would you please give me some advise?
