Default Electrical outlet with only 2 wires, need a ground.

We live in the Dominican Republic and they mostly only install 2 wires to the wall outlets. This saves both time and money when it comes to simply providing electricity for lights only. As time marches on it was discovered they really needed a ground wire. I've seen where they install a jumper from the ground connection on the outlet to the neutral wire going to the same outlet. Rather than add a third wire, which is difficult to do here as most if not all homes are cement and very difficult to add that third wire. MY question, is this safe and recommended when a third wire can not be added for a proper ground? thanks Phil

No it is not safe, more of a waste of time than anything else.
