Sounds as though there was definately some communication breakdown somwhere.
Depending on the actual damage to the roof it may not have been structurally unsafe to be in the home. If the damage was only a hole through the decking and not damaging any rafters it becomes a judgement call by the inspector. If there were broken rafters then it becomes an issue of structural integrety and would certainly raise the question if it was safe to be inside the home. The least that should have been in place should be from the insurance company relocating you while repairs are done.
As for the inspection to the repairs it certainly sounds like it should be done by the building department .... depending.
Usually anything that deals with structure is typically required to be inspected ... if the rafters were replaced or repaired this should be considered as structure and be inspected. If the repairs only involved the roof decking this may fall under the same requirement as re-roofing and some areas don't require an inspection for this .... depends.
You should still be able to request an inspection regardless.
