My understanding is that you want to do nothing that would suffocate the crown of the root/base of the tree. That being said, covering it with anything would likely be to the detriment of the tree. Anything covering this area would promote abrasion and rot, which would not be a good thing.

We're planning a similar thing using decorative block. We're going to pour a mow strip at approximately a 10' diameter around a specimen tree, then stack the block to about 20". Instead of filling the ring with soil, we're going to place potted plants on blocks to put them at the proper height.
