Default Privacy panels on a deck

I want to attach privacy panels to the sides of a 10 foot high deck. I'm considering 6 foot vinyl fencing sections [IMG] but am concerned about their lateral strength if someone should fall against them. Any suggestions on how to reinforce the sections or attach them to the handrail for lateral stability?

I think you can slip the 2 post over 4x4 wood post just bolt them down.

One thing you might want to consider , is the deck construction and posts sufficient enough to handle the side shear in a strong wind?
