This may be a little long but I want to try to paint a good picture...

My garage is wood and it's set up on concrete blocks. Between our house and the garage is probably a 6 or 7' section of concrete. Our plan is to break up that concrete and put down a decorative stone area (that's another subject).

Now, when it rains, the garage floor gets pretty wet and it appears to be coming from under the concrete blocks. The blocks are laid on their side (you can see down into the blocks). Should I fill those in with something and how do I seal the inside and outside of the garage? I'm afraid to use the garage at this point because I don't want anything to get ruined by water. The floor of the garage is concrete and I'd eventually like to finish it so that it can be properly used.
