Default Is it a waste of money?

I have a newer house. The backyard is in terrible shape, the builder agreed to bring in topsoil to fill in low spots. Problem is I cant leave the topsoil alone, afraid it will go to waste or wash away...I am having people come out to slice seed in a couple days.

Is this a waste of money? (Trying to slice seed this time of year mid June in Ohio)

    Thank you.

Does the slice seeding need straw? Or with the seed being planted it will be fine as long as I water enough.
I read that you want to only water the top inch of fresh soil. So water more frequently at small amounts.
