Question Peeling Paint on a Deck Fence

I pressure cleaned my deck last year and treated it with a clear water sealant (Thompsons). Later in the summer I painted the posts and rails that close in the deck with Behr latex white paint. It appears that I got water sealant on the posts and rails near the deck, because the white paint peeled off in spots over the winter.

I need to touch these spots up. What can I do to correct this problem?

    Zach,

Most Thompson's products are loaded with silicon. It will repell water, but also repell paint, especially water based paint. I would sc**** down to bare wood and vigorously sand the area. Then prime with an oil based primer. Then topcoat with you latex paint.
