    Your main breaker is fine. You have a bad connection somewhere between the utility pole & the main breaker. That is why you read full voltage under no-load (breaker off) but see a dramatic voltage drop under load (breaker on). Your utility company will probably check & repair/tighten connections at no charge to you, though if the bad connection has burned up anything in the meter socket, there may be a charge to repair it.

    I would have to agree with Dave..... though I wouldn't recommend inexperienced folks to open their electrical panels ... since you have different readings of 0V , 60V, 4V on that leg ... sounds like a problem between the feed outside from the utility to your panel.

    BTW...... Yuk Yuk where is that second picture from ?

    That's why I suggested calling the utility company. They'll come out for free, even on Sundays.

    I appreciate all of your help. Especially you DJohns. I will now be waiting for the power company to come and diagnose a possible bad leg. I have managed to switched all of my essential power requirements(refrigerator, tv) to the good leg so I am ok for now. I will keep you all updated on the progress, and again thanks.
