    The tool in the first link is exactly the one that I have. The tools pictured in the 2nd link are not like mine. I just wish that they would have described its use related to having two jaws. It may be as NEC said that is is used to cut two wires at one time to the same length.

    Im still looking when I have time...either way it was your Fathers hang onto it. In time you will figure it out.......
    I really think its was used for fishing with wire cable yrs ago....who the heck knows,,,,,,,
