Question Ground cover competing with trees

We have a flower bed in our front yard that we share with the neighbors. There are two large trees surrounded by nothing. Neither the neighbors or us can get anything to grow here. The soil is very sandy and there are tree roots that are not exposed. We would love to plant a ground cover here but neither of us have had any luck. The trees are very tall and the beds get plenty of sun.
Does anyone know of a super plant that will grow here? We want something with little maintenance that will cover the bed. Maybe if there were two plants so that we can plant one and the neighbor the other? Simply to define the yards

Plant recommendations depend on the geographic location, state the large city near you. Also, state the type of trees you refer to, makes a difference as to root depth and soil ph (pines will drop acidic needles).
