Default electric heater is gurgling... is this bad ..help!

We have a house heated by your typical baseboard electric heat and one of the units is gurgling! There is no make or model on it but it does appear to be somewhat new. It is not overly hot but it sounds like running water and I am thinking I should turn it off and replace the unit. Does anyone know if this is a dangerous situation?

    Thanks.

Do you see any oily stuff near the baseboard?
    If you do replace it.
If not have it checked with a meter. Is it tripping the breaker?
Did you look inside the heat baffle cover for a number-it pops off easy?
Some heaters are filled with a medium sometimes silicon or oil.
You may have this style that is leaking.
