Default Siding wet on the inside

My husband is prepping to paint our 111-yr-old front room. When he removed some crumbling mildewed plaster off the lathe, he discovered water inside the wall, wet insulation. Our house was just painted by lead abatement professionals and no water should be coming in. Is is possible that cedar siding could wick that much moisture. We are in Oregon (of course)

I would guess it's more likely that you have a window or roof leak and it's running down the walls or possibly a plumbing leak in the wall.
