Default Shrubs for N. Central Massachusetts

I live in North Central Massachusetts and would like some guidence on the type of low-verticle growth, easy to plant & maintain shurbs for this area. They will be planted on top of a series of old railroad tie retaining walls.

If possible I would also like to know of a few locations where they can be purchased and possibly an estimated cost of each type.

    Thanks,

A few questions, what is the maximum height you are willing to accept. Do you want a year-round foliage, evergreen, or something that will lose its leaves. What about colors, why kind of scheme are you going after? About how big are these beds you plan to plant? Is it a shady or sunny area?
