    Angry rotted wall

    i have a ranch with a garage on the end(seperate foundation),a few years ago we had a contractor convert it to a bedroom.he never put in a subfloor just carpet over the slab and cut the concrete that went passed the garage door back from the driveway leaving wet dirt.he then studded the wall right off the slab,now the outside sheathing is rotted to the joists.i was planning on tearing out the wall and setting 5/8" rebar down 6" forming a wall 7 1/4"hx6"wx16'l having the rebar going into the wall 5".the rebar would be set 6" in from the ends and 2' apart.does this sound about right so far?then i am going to use 2x8's as joist for a floor and they would allow my subfloor to right up to wall.when i set my 2x4pt sill should i just nail into the concrete or use j-bolts then build up from there?

    Yes use the anchor bolts. It sounds like you've got a good handle on the rest of the job. Good luck.
