    Default Vapor barrier

We purchased our house with an unfinished lower level. The city said that the paper backing of the exposed insulation in this unfinished area was a fire hazard so the builder removed the paper but left the fiberglass. I am going to finish this now, should I put up plastic to serve as a vapor barrier. Any advice on what I should do is appreciated. Thanks.

    Depends.

    Questions to to start.....

What is your locale and by "lower level".....do you mean a basement?

(I presume this is fiberglass batt insulation. ? )

I think they refer to it as a walkout lower level. There is a basement down from this level. And yes it is fiberglass batt insulation. Thnaks.
