    Default shutoff valve

I have a shutoff valve in my laundry room for the outside hose connection.
When I shut the valve off inside there is still water running through the line so the valve is not totally closing even though the handle is turned as far as it will go . How do I correct this?

Remove the stem and replace the rubber washer is the most probable answer. The washer is pressed against the seat and that is what shuts the water off. The washers degrade over time. You might take a look at this Faucet Repair.
