Default 10-12" step up to toilet

I rent an apartment on the top floor of a 1927 5-story building in NYC. The apartment across the hall that I will be moving into (after it is extensively renovated) has a toilet that you have to step up approximately 10-12" to sit on it (and then your feet hang loose over the edge!). Why would both apartments in the back of the building have this issue and not the apartments in the front of the building? Is this something that an actual licensed plumber (!) can restructure so that the whole *tiny* bathroom is level? What would need to be done and any idea of the cost involved? I'm sure I will need to lobby a lot to get this accomplished! Thanks for your ideas.

This is definitely something a plumber would need to assess. Many plumbers will come out and give you a free consultation and estimate. You can find licensed plumbers here. Good luck! Post some pics. when you have a chance.
