Surge protectors plugged into non-grounded (i.e., two-prong) outlets will not be able to provide surge protection. Surge protectors MUST be properly grounded.
Some surge protectors plugged into non-grounded outlets will provide a degree of protection by shunting overvoltage between the "hot" and "neutral" lines, but that may be inadequate and any "equipment warranty" provided by the surge protector manufacturer will likely be void.
