Default Filler product required for cracked cement floor

I need to repair some large cracks and fractures in the 1930s cement floor of a national register building. I have been advised that Sakrete is inadequate for this job since the floor is unstable and is moving. If Sakrete, which is inflexible, is used, it also will crack.

Can someone recommend a flexible "gunk" of some kind to fill in these cracks?

    Thanks.

The cracks are 1/4 - 1 inch in size.
