Question Refinishing hard wood floors - oil based

We have hard wood flooring in our home and the finish is not in a terrible shape. So I don't want to take off the current oil-based polyurethane completely.
Do you guys recomend sanding just the top layer with a 120 or higher sand paper and just puting a finishing coat of oil based?
Does it have to be oil-based, can I use water based on top of the existing oil based?

Yes you can rough the surface then apply new top coat. I would use oil based and my preferred is "OldMasters" Poly.
