Default Paver Blocks Under Fence Line

I am planning on digging a trench, lining it with landscape fabric, and placing paver blocks under my fence line (I have a 5-foot wooden fence) with paver locking sand to hold it all into place. Will the paver blocks rise at all when the ground freezes in the winter? Do I need to leave more than an inch or two between the top of the paver block and the bottom of the fencing?

I'm pretty sure you are going to have some problem with frost heave in the winter. Im not sure if 1 is enough space Id be a little concerned about splashing in heavy rains. Have you thought about something more porous like decorative rock or nice bark mulch?
