Default Vinyl Siding: No weep holes in J-channel used as starter strip

I was recently replacing damaged vinyl casing around the garage door. The house has vinyl siding. Noticed the original installer used J-channel as starting strip all around the house, even for the bottom-most row which is whole panel. They did not punch weep holes into any of the J-channels. As a result water remains in the channel until it evaporates or flows to the end of the channel. I read the standard is to punch 3/16" holes when a j-channel is used as starter.

Would there have been a valid reason for the installer not punching weep holes in the first place (weather related etc)?
Is it ok now to go around and punch weep holes in the j-channel?

    Thanks

I can see no benefit in adding weep holes. The strips are not that long and are not sealed on the end.
