Default Tiling Small Sink Back Splash in Powder Room

I am going to create a small back splash above the sink in my powder room. The existing wall is wall board, probably not water resistant. It is painted. Should I remove the part that will be behind the back splash and replace with backer board or at least water resistant wall board? Or can I tile over the existing wall?

Tiling over what you have now will not be water proof - so that's not a good option.

Cutting the drywall and installing a piece of UCB the size and width of the cut, over tar paper or 6 mm plastic piece - is a good option.
