    Question What is it?

I found this unusual tool in my fathers toolbox, and he had never seen it before. It is very interesting, to me, and I am wondering if anyone knows what this is.
It is roughly 8 inches long, and resembles an awl. Except that the shaft is jagged, and it has a screw tip. My first thought was that it is used to bore holes in leather, but I wanted to see what others had to say. Any information would be greatly appreciated.

Its a narrow rasp, used for filing the insides of wooden items. No idea what type of items....

It kinda looks like an old tire rasp, used to prep a hole in a tire before inserting a plug. This one would date back to early tubeless tires.
