    Could it be the thing to clamp the meat grinder/cherry-stoner/apple peeler (etc) onto? There used to be a lot of mechanical crank-operated kitchen tools that needed a firm mounting; usually this was the kitchen table edge, but maybe the builder planned for another way, perhaps knowing there would not be an appropriate table.
    Or it's a very small ironing board!
