    Default Hole in basement wall

Our new house has a basement leak and when we tore down drywall to investigate, we discovered a 3 inch hole in the wall. It appears there used to be a pipe or something there. It most likely didn't start leaking until a downspout in that corner broke and all the water from the roof started pouring into that corner.
Would Hydraulic cement be the way to go to repair this?

Clean it very well and use fence post setting cement.

I would go with Hydraulic cement and try to rough up the interior of the hole as much as possible so that it gets a good foot hold.
