Default troublesome bath faucet stem removal

Have an old Alsons brand tub faucet with a flanged part at the end that will not allow plate to be removed to access nut to remove stem. Have tried clamping stem shaft and twisting it off with wrench with no results. Any suggestions on how to remove this

Have you tried turning it the other way? Left-hand threads are more common than you think.

Sometimes a small turn in the wrong direction breaks the rust and allows turning in the proper direction

I always like to put a little liquid wrench in old corroded threads, even if the corrosion can't be seen.
