What is the cost of two new batteries versus the cost of replacement? Will a new drill provide features you want or need that the current one lacks?

I would say it depends on how well used the drill is (it's current condition ), and the cost of battery replacement over tool replacement. Secondly, will the new tool have the same battery as the old tool.

I have found you can usually get a new drill with two batteries for about the same you would pay for two batteries, i got mine at home depot.
