Default Can HVAC be added to an existing 2nd floor?

I'm wondering if HVAC can be added to an existing 2nd floor. It's a 2 story/family, 100 year old house. 1st floor uses forced hot air while I on 2nd floor have a gas-on-gas stove. Heating is expensive and doesn't keep the whole apartment warm. Any help and/or suggestions would be greatly appreciated. (I'm not the landlord, she lives on 1st floor)

There are a lot of things that can be done, depending on your budget, so contact a few local HVAC contractors for suggestions.

However, if you are renting, get your landlady involved in a capital investment.
