Default Plaster walls - repairing paint/layer on top of plaster

I have a front wall of my brick home that has plaster wall on the inside with many layers of paint and possibly textured plaster coating. On the lower section of the wall, the paint/coating layers separated from the plaster wall behind it and is peeling off. (comes off in pieces life there is a bubble of air behind I tried a fix that I had heard of using joint compound to cover the plaster and make it look like the paint with some texture above it however after a few months this peeled off as well.

Any idea on how to fix this. The coating layer is pretty thick and is only peeling on bottom 2 feet of wall. I just cant paint it or there will line or different thicknesses.

Get to the root cause; you have water entering the wall at a window, or cracked mortar joints. Unless you fix the water problem, no plaster repairs will be permanent.
