Default Lead paint on textured plaster walls

Considering purchase of home. Walls test positive for lead paint. Walls are textured plaster in very good condition with no cracks and paint intact. Would like to have smooth, rather than textured finish. Very concerned long term about the lead, even though at present no issues regarding integrity of walls and paint. Is there a sealant or bonding agent or other product to cover lead paint. Can walls be plastered over and repainted, or would new plaster or new paint blister? Texture on walls now is deep, mottled finish. Thanks for any help.

When surfaces are in good condition, encapsulation with paint is the standard method of lead remediation, that is to say, another layer of paint is applied to cover, or encapsulate, the lead paint. It is also not uncommon to float textures or damaged areas with topping compound to smooth out and/or repair the surface, followed by primer, and finally, paint. As long as the surface is in good condition, you can use either of these methods to your advantage.

Lead paint has been illegal to sell since 1978. It is reasonable to assume that an older home would have two or three coats of non-lead paint in the interveening period. It would take vigorous sanding to breech through to the underlying lead paint.
