Low flow toilet? If so, that's most if not all the problem.

It could be that the bowl isn't refilling after the previous flush. Is the refill tube putting water into the overflow tube?

What kind of toilet/tank is it?

Lift the tank cover and flush. Is the entire tank go down? is it filling up to the desired height?

Yes the tank does fill up. It is not low flow toilet.

Have you used a toilet auger? You could have some blockage inside the toilet, that a plunger can't remove.

I'd remove the toilet, bring it outside the house and clean it in the yard.

That was cute...but a blockage or an obstruction is usually NOT due to an organic matter in the toilet or the drain line.
As a landlord, I've seen toilets with things like cloth, diapers, toys, straws, and you guessed it, condoms causing stoppages.
