Default Air Conditioner loud at start-up

My 4 ton 10 ceer AC unit makes a loud humming, gronning noise when it kicks on, I put a meter on it and it draws over 100 amps at start up, it should only draw about 50 at start-up, any ideas as to what might be wrong?

Last year I had troubles with loud on startup. I had two issues, one being that the condenser unit outside was out of level, the pad had shifted. The second was a bad connection which resulted in low voltage. I also had the "brushes" replaced as one of the three sets was bad. The starting and running capacitors were fine. Since I had the work done at the same time as a seasonal cleaning/tune-up and charge check the work and parts cost only an extra $120.
