Default another mystery to me tool

OK, this one shows up pretty good in the picture. It does have a couple of rings on top to hang it on a wall. There is about 1/2" between the "back board" and the corrugated cylinder. Once again I would appreciate any thoughts as to what this is used for. Thank you.

"Showed up pretty well in the picture?"

It's fuzzy, out of focus and blurry.

It would seem to be a fluting tool with the other corresponding roller missing. Fabric was passed through to crimp it to the ruffled shape.

Remove not the ancient landmark, which your fathers have set.

There is not a place for a correspond roller. All the parts are there.

So no one out there knows what this tool is for?
