    When installing insulation under a floor in a damp celler should you cover it with a sheet of plastic?

    There is no "one size fits all" answer for this. There are too many factors, and frankly too many interpretations of your question, but I assume you want to insulate the floor of the first floor and not the floor of the cellar.

    What is the average temperature in the cellar?

    What is the humidity (RH) in the cellar?

    What is in the cellar? Utilities, furnace, washer dryer?

    How is the cellar constructed? Dirt floor and rubble stone walls? Concrete floor an concrete block or poured concrete walls?

    Are the floors in the house cold? Why do you want to insulate?

    If you are meaning insulating a floor above the damp cellar? Then no the insulation should not be covered with plastic on the bottom ( cellar ) side.
