    Consider once a permit and inspection has been completed the municipal inspection department has certified the work is to code. At any time after if there was an issue that required an insurance claim on the previous certified work, then it becomes a non-issue compared to work done that wasn't permitted and inspected.

    i also believe it is simply a money grab through permit fees & increasing the tax assessment.

    if it was for safety reasons then if an inspector passed something that failed to meet code, they would share the liability.

    Just from a real estate sales point-of-view, I would say yes. I sell many homes a year. It is getting to the point, in So. California, that most home buyers are asking to see existing permits before they buy. At some point you are probably going to want to sell your home.
