Not a question that can be answered without pictures or fondling the spout for ourselves. Odds are, if the plunger is on the spout itself and you can't operate it, then the plunger or its hinges are broken and can't be fixed.

Remove the spout and inspect the plunger, hinge points, actuator rod, etc. Figure out where it is sticking and why, then from there determine if it can be fixed or must be replaced.
