Default Hot Water Problem on Second Floor and Washer Issue

We have a two story Colonial. When calling for hot water on the second floor it takes several minutes of running the water full force for us to receive warm water which, of course, wastes lots of water. Also we have our washer and dryer on the second floor and it is a front loader. Because it is a high efficiency washer even though I get the hot water up to the second floor before starting the load of laundry, the water does not get in my washer which is frustrating. Is there anything that can be done to help alleviate this problem? Thanks.

What you need is a re-circulating system.
