Question PVC Lattice On Block Wall

I would like to install privacy lattice on top of a cinderblock wall. I can get the lattice and top/bottom caps (to finish the edges) at Home Depot, but they don't seem to have posts to create a structural frame. I need ideas about how to build a frame and how to attach that frame to the block wall. The lattice will be 3' maximum, the block wall is 4-5' high. Please offer ideas and instructions.

get some PT 1x and some tapcon cement screws and you can affix the strapping to the cinderblock wall and attach your lattice to that.

Okay I get that for the base, but the wall is rather long, I think there will need to be support posts between the 8' long sections of lattice and I cannot visualize how I would secure the top cap to the posts or in general make the top of the structure stable enough to keep from blowing in the wind. Any additional ideas?
