Unhappy tree root sprouts: cut the tree or kill roots

Front yard overtaken by tree root sprouts. We've tried pulling the sprouts, but they keep coming back. I want to save the tree, but I'm afraid the roots will take over and may damage drainage etc, plus invade neighbor's yard. If I try a herbicide, it may damage the other tree next to it or the main tree.

BTW, the tree is not growing like other similar trees in the neighborhood.

    What option should we take?

Usually a nice 4" deep layer of mulch will work to block the sun from the roots, which spurs the growth. At 4" thick, one cubic yard of mulch will cover 9' x 9' = 81 square feet. You can put down a layer of black landscape fabric (not solid plastic) under the mulch to block more light.
