Tack strip on top of asbestors tile on top of concrete
My daughter ripped out some 20+ year old carpeting that was glued down to some 60+ year old tile in her basement. The tile likely contains asbestos, but it is in good shape, except for the glue. She wants to make it into the kids play room, with new pad and wall-to-wall carpeting, but is deathly afraid of the installing tack strips because it could crack the tile and possibly release some asbestos.
You can use carpet tape (double sided) to hold the padding down, but if you tape the carpeting to the pad, won't it just tear the pad ?
Would Liquid Nails or PL Premium, be strong enough to hold the tack strip to the tile (allowing overnight to dry) or would it likely just pull up the tile when the carpet is stretched ?
Do double tack strips help ?

Driving the nails will not cause asbestos to get airborne. If there were any pieces to come off the asbestos they would be far too large to fly around. You would have to be sanding the floor to cause any hazard.
