Default Installing Composite Decking over top cement pad??

Found a video where Tom installed composite decking and PVC boards over an existing cement pad/step. The video showed Tom intalling the pvc board as a trim for the steps but not attaching the composite deck boards.

    The video is the following...

How to Deck Over a Concrete Stoop
with General contractor Tom Silva, This Old House television

Does anyone know if he attached the composite deck boards in the same manner? Isn't there issues with attaching the boards directly over top the cement?

Any ideas on how to attach composite or even cedar boards onto an existing cement pad?? I'd rather not change the height profile too much.

If you pay close attention, you see that the concrete pad has six 2 by's embedded in the concrete. The new composite planks will be attached to these 2 by's. Board to board will be attached with the invisible fasteners, especially made for this type of composite boards.

Now to your question: if you don't have those 2 by's, you will need to anchor the deck screws into the concrete. A lot of concrete anchors to install.

Note there is no warranty with the composite decking, as it violates the install guidelines. You should look at concrete paver cap overlay google techo-bloc.
